The Tax Assessor’s Department consists of a tax assessor, field specialist, deputy tax assessor, personal property/motor vehicle coordinator, benefits coordinator and two account clerks (one part-time clerk).
The Tax Assessor is responsible for the annual compilation of the Grand List as mandated by state statutes, and for implementing state and town senior citizen and disability tax relief programs.
Activities:
1. Compile annually all real property assessments, the new with the old. Levy prorated assessments on construction completed after October 1, the assessment date.
Complete map work showing land splits and new subdivisions setting values on these new lots. Apply various exemptions and tax relief benefits. Change tax records when properties are sold or titles are changed. Pro-rate exemptions and benefits that may be applied to these real properties.
Advise taxpayers whenever their assessments are increased. Spend time with taxpayers as a result of these notices or when they received the related tax bills.
2. Compile annually all personal property which consists of machinery and equipment used in the conduct of business for commercial and industrial establishments and public utilities. Also included in the compiling of personal property is annually assessing 31,000+ motor vehicles. There is a supplemental motor vehicle list complied, consisting of more than 5,000 cars registered between October 2 and July 31 each year.
Apply exemptions to cars when not applicable to real property. All cars, whether they are on the regular or supplemental list, are subject to proration or correction if they are sold, stolen, demolished, or registered out of state.
3. Implement state and town senior citizen and veteran relief programs, which involve more than 3,600 accounts.
4. Service all inquiries and complaints by phone, letter, or at the service counter.
5. Prepare annual reports to the state and town.
6. Explain assessments to the Board of Assessment Appeals.
7. Meet with various civic groups to explain local property taxes.
8. Report monthly all real estate sales to the state. Review their actual assessment ratio and true market value.
9. Give testimony in court cases related to assessment appeals.
10. Perform special projects such as updating records as a result of revaluation and condemnations of property for highway widening.
