Steps to Apply for Permits and Applications
(Important Change Effective December 2, 2020) Obtaining Residential and Commercial Permits (Electronic Permit Applications Only Until Further Notice).
- As of December 2, 2020, and due to the COVID-19 preventive measures implemented by the Town of Trumbull given the current surge in cases, the permitting process will revert to electronic permitting applications for residential and commercial projects until further notice.
Steps to Apply for Permits by Email:
- Fill out the permit application (go to https://www.trumbull-ct.gov/632/Permits-and-Applications) Forms must be complete with owner information, address, contractor info/license number (if applicable), detailed description of work and estimated value of work. (If a building permit, do not include subcontractor costs. They will take out their own permits.) Contractors must include license copy & insurance certificate showing workers comp & liability. Any incomplete application submittals will not be processed.
- Anytime you are expanding the footprint of your home, adding a generator or propane tank etc. you will also need approvals from the Zoning and Engineering departments. If you are on septic, you must also contact the health department. You must also make contact with those departments. If you have any questions about what sign-offs you need, please email us at buildinginfo@trumbull-ct.gov. It is your responsibility to acquire the necessary approvals. We cannot issue permits without the sign-offs.
- Submit permit form and plans as pdf files for residential and small commercial projects electronically to buildinginfo@trumbull-ct.gov using www.wetransfer.com. The wetransfer.com website allows you to send a file at no cost. It is mandatory that you submit your file using wetransfer.com. (We will not receive your files if you email them and they are too large.)
- We will review your application and contact you to discuss payment. Work cannot commence until permit is issued. Send application to: buildinginfo@trumbull-ct.gov.
- You will also need the same departments that signed off on your application to sign-off, once your job is complete, to get a Certificate of Occupancy or Approval.

- For WPCA and street opening matters, contact William Maurer, Town Engineer and WPCA Administrator at wmaurer@trumbull-ct.gov or 203-452-5050.
- To submit detailed commercial plans, please email the building department at buildinginfo@trumbull-ct.gov to discuss plan submission for your project. These projects will be handled on a case-by-case basis and may require plans be sent via wetransfer.com and carrier mail.
- No inspections will be conducted until all departments receive permit fees.

(In Effect on December 2, 2020) Requesting Residential and Commercial Inspections
This guidance applies to inspections from the Fire Marshal, Building Department, Planning and Zoning, Engineering, Wetlands and WPCA.
- Please contact the Building Department at buildinginfo@trumbull-ct.gov or call the Building Department at 203-452-5020 to schedule residential or commercial inspections.
- Staff will be working from Town Hall and remotely in order to accommodate residents and other customers. We ask for your patience during this time.
- Most residential and commercial construction inspections will continue at this time. In order to keep the safety of residents, workers and Town staff as a priority, some inspections will be conducted via FaceTime or Google Duo. Building Department staff will go over this when scheduling your inspection.
- Please call 203-452-5050 to schedule Engineering, Wetlands and WPCA inspections.
- Fire Marshal’s Office will continue to conduct field inspections and is also accepting appointments for existing inspections and those needing a license inspection. Please call 203-452-5080 to schedule an inspection time.
- If any worker at a commercial site becomes ill, please call to cancel your inspection appointment.

(Important Change Effective December 2, 2020) Applications for all Land Use Projects (Commercial and Residential)
- As of December 2, 2020, and due to the COVID-19 preventive measures implemented by the Town of Trumbull given the current surge in cases, the application process will revert to electronic submission of applications for residential and commercial projects until further notice.
- Please submit full electronic applications (excluding the “Department Application Sign-off Page) to both Rlibrandi@trumbull-ct.gov and Lfinger@trumbull-ct.gov utilizing www.wetransfer.com. The wetransfer.com website allows you to send a file for free. Please be sure to send you application file to both of the emails above.
- Do not email applications to any other individual staff member or do not email to staff without going through wetransfer.com due to security and file size capacity limitations.
- In addition to filing your application electronically, please drop off 12 folded paper copies of the application and plans to the Drop Box located in front of the new Public Works Administrative Building, 366 Church Hill Road.

- You will receive a confirmation email from Planning and Zoning Staff that your application has been received.
- Staff will contact you if additional information is required.
- Staff will circulate your application to all appropriate departments on your behalf.
- Staff will notify you of the meeting schedule for your application.
- You will be required to mail the application fee to: Planning and Zoning, 5866 Main Street, Trumbull, CT 06611.
- Applicants who do not submit paper copies to the drop box or pay fees prior to the meeting, will not be heard at the meeting.
