2021-08-31 COVID-19 Update

Good Evening,

This is First Selectman Vicki Tesoro with an important update.

We are expecting the remnants of Hurricane Ida late tomorrow evening and Thursday.  We are likely to receive close to 4" of rain. Residents are reminded to make sure gutters and storm drains are clear to help prevent local flooding. 

The Centers for Disease Control (CDC) has placed Fairfield County in the "High Transmission" category of COVID-19.   

In order to make sure we continue to deliver town services effectively and safely, masks are now required inside all Town of Trumbull municipal buildings for all vaccinated and unvaccinated visitors and employees, as follows:

  • Town Hall 
  • Parks & Recreation Building (Tellalian Building) 
  • Trumbull Health Department 
  • Trumbull Senior Center 
  • Public Works Buildings 
  • Trumbull Emergency Medical Services
  • Trumbull Police Department
  • Trumbull Library System, including the Main Library and the Fairchild Nichols Memorial Library 
  • Long Hill Administration Building (Board of Education Administration Building) 
  • Tashua Knolls Golf Course (Inside Only) 
  • Mary J. Sherlach Counseling Center 
  • Trumbull Nature and Arts Center

Masks are also required to be worn at all in-person or hybrid Town meetings by members of Boards and Commissions, town employees, and members of the public, vaccinated or unvaccinated, who attend the meeting in-person. 

I understand some people are frustrated with the changing mask guidance but we must continue to work together to keep each other safe and with school starting today we want to make sure our children can have a normal school year.

Even though I am not mandating indoor masks in other public places in Town at this time, the CDC and the CT Department of Public Health both recommend that everyone, vaccinated or unvaccinated, wear a mask in all public indoor spaces to reduce the spread of the Delta variant.

My decisions regarding masks do not impact the minimum current statewide mask policy implemented by Governor Lamont, which remains in effect and includes the following: 

  • Unvaccinated people must wear masks while in all indoor public places
  • Everyone must wear masks regardless of vaccination status while inside certain settings, such as healthcare facilities, facilities housing vulnerable populations, public and private transit, correctional facilities, schools, and childcare 
  • Masks are not required outdoors
  • Individuals, regardless of their vaccination status, must wear masks indoors if required in the commissioner’s order for special settings or by a municipality 
  • Businesses, private property owners, and state and local government offices may require masks to be worn by everyone inside of their own facilities

At this time, vaccinations are the most effective strategy in fighting COVID-19. 

COVID-19 vaccinations are available at the Trumbull Health Department. Both the Moderna vaccine (approved for those 18 and older) and Pfizer vaccine (approved for those 12 and older) are available.  Call 203-638-5230 for an appointment if you are interested.

Please also check the Town website for information about the COVID-19 booster shot. The goal is for people to start receiving a COVID-19 booster shot beginning in the fall. This is subject to authorization by the U.S. Food and Drug Administration and recommendation by the CDC.

COVID-19 Vaccine Eligibility and Vaccine Appointments:

All individuals who are 12 years of age or older and live, work, or attend school in Connecticut are eligible to receive the COVID-19 vaccine.

COVID-19 Booster Shot Information

Sometimes people who are moderately to severely immunocompromised do not build enough (or any) protection when they first get a vaccination. When this happens, getting another dose of the vaccine can sometimes help them build more protection against the disease. This appears to be the case for some immunocompromised people and COVID-19 vaccines. CDC recommends moderately to severely immunocompromised people consider receiving an additional (third) dose of an mRNA COVID-19 vaccine (Pfizer-BioNTech or Moderna) at least 28 days after the completion of the initial 2-dose mRNA COVID-19 vaccine series.

In contrast, a "booster dose" refers to another dose of a vaccine that is given to someone who built enough protection after vaccination, but then that protection decreased over time (this is called waning immunity). Implementation of the booster plan is subject to FDA’s authorization and the CDC’s recommendation.

Status of Town of Trumbull Government Operations 

Trumbull Town departments and buildings have returned to pre-Covid hours and operations.   

Appointments to visit Town buildings are not required. Individual departments however may continue to use the appointment scheduling system.

All visitors to Town Hall must continue to check-in with the greeter at the front door. 

With the ongoing rapid increase in cases of COVID-19 in the state due to the spread of the Delta variant, the Connecticut Department of Public Health (DPH) and the CDC both strongly recommend that ALL CONNECTICUT residents, whether vaccinated or unvaccinated, return to wearing masks when inside indoor public spaces.  Effective Tuesday, August 24, 2021, masks will be required inside all town of Trumbull municipal buildings, including the Trumbull Library, for all vaccinated and unvaccinated visitors and employees.  

Tax payments can be made online. If you choose to pay online, your payment will be reflected and updated in 48 hours on the online system.  

  • If mailing your tax payment, please make your check payable to "Trumbull Tax Collector" and mail to Trumbull Town Hall, Tax Collector, 5866 Main Street, Trumbull, CT 06611. Please note that if you use the mail, the U.S. postmark will be honored as the date of payment, regardless of when the payment is processed.

 Key Provisions of the American Rescue Plan Act

Congress passed the American Rescue Plan Act in March. Besides relief to individuals and businesses, this relief package includes funding for states, cities, other local governments, and also emergency relief funding for schools. The Town of Trumbull and the Trumbull schools will receive emergency funding under this plan.

Mask and face coverings in accordance with State requirements:

Connecticut's policies regarding masks and face coverings were updated to align with the recently modified CDC recommendations.

The statewide mask policy that is currently in effect is as follows:

Outdoors

  • Masks not required

 Indoors

  • Vaccinated not required to wear masks
  • Unvaccinated must wear masks 
  • Masks are required to be worn by everyone in certain settings such as healthcare facilities, facilities housing vulnerable populations, public and private transit, correctional facilities, schools, and childcare 
  • Businesses and state and local government offices have the option to require masks to be worn by everyone in their establishments

Municipal option to move beyond the minimum requirements of the statewide mask policy 

  • Effective August 5, 2021, municipal leaders have the option of requiring masks to be worn by everyone in indoor public places regardless of vaccination status within their respective towns and cities

Business sector rules in effect:

As of May 19, 2021, all of the business sector rules that were previously enacted to prevent the spread of COVID-19 have been lifted, except for the updated mask requirements as noted in the section above. These changes are contingent upon a low incidence of COVID-19 and the Connecticut population continuing to get vaccinated.

The emergency and community notification system, operated in partnership with Everbridge, enables the Town of Trumbull to provide important community notifications and essential information quickly in a variety of situations, such as severe weather, fires, floods, unexpected road closures, or evacuation of buildings or neighborhoods.
