Explanatory Text Concerning Proposed Construction of the New Hillcrest Middle School

Question:

“Shall the $142,375,000 appropriation and bond authorization for the planning, design and construction of a new Hillcrest Middle School be approved?”

Explanatory Text:

Cost

  • Cost to taxpayers: $82,580,000 representing a one-time 44% reimbursement of eligible expenses from the State of Connecticut
  • Total cost: $142,375,000.

New Building

  • 145,884 square feet, allowing for the projected enrollment of 826 students.
  • Includes new classroom technology to support innovative teaching and learning, flexible learning spaces, special education resources, safety and security upgrades, and an efficient HVAC system.
  • Creates a new traffic flow for 3,400 individuals entering the campus from Daniels Farm Road.

The Board of Finance and Town Council have approved a bonding authorization for the construction of a new, approximately 145,884 square-foot middle school building on the grounds of the Hillcrest and Trumbull High Campus on Daniels Farm Road. The estimated cost of this new school is $142,375,000. The Town anticipates receipt of grants from the State of Connecticut of approximately $59,795,000, representing reimbursement of approximately 44% of eligible project expenses.  The estimated cost to Trumbull taxpayers, therefore, will be $82,580,000.

The proposed project will include up-to-date technology to support innovative teaching and learning, flexible educational spaces, special education resources, school safety and security upgrades, and an efficient cooling and heating system. The proposed school will be compliant with building and fire codes, as well as the accessibility requirements of the Americans with Disabilities Act. The project would address the traffic flow of approximately 3,400 individuals entering and exiting the campus from Daniels Farm Road.

On Tuesday, November 5, 2024, the Town of Trumbull will hold a referendum concerning the question set forth above. Pursuant to the Town Council’s authorization on August 5, 2024, this explanatory text describes the proposed appropriation and bond authorization for the construction of a new Hillcrest Middle School. The referendum question will appear on all ballots, including absentee and early voting, as well as Election Day.

Pediatric Healthcare Associates Expands in Trumbull

The Trumbull Planning and Zoning Commission approved the construction of a new 12,000 square foot building in the Long Hill Green Village District at its September 18 meeting.  Pediatric Healthcare Associates (PHA) is currently located at 15 Corporate Drive in Trumbull. They have outgrown that space, and they had no room to expand at that location.  PHA was considering sites in Trumbull and Monroe and is thrilled to be able to grow in Trumbull.  PHA serves approximately one-third of Trumbull’s children.  The new facility will be just north of the Long Hill Market Plaza that houses Ecco restaurant and other businesses.  The new facility will be one floor and have approximately 24 employees on site.  A sidewalk will connect the new facility to the rest of the commercial area. Construction is expected to get underway soon for PHA to be in the new space by this time next year. We are thrilled that a wonderful Trumbull business decided to grow and expand in Town!
