A Message from First Selectman Vicki A. TesoroAs many residents are aware, a storm front passed over Trumbull Saturday early evening leaving a wake of damage throughout town, leaving many residents without power and streets littered with trees and wires. Many people have been working around the clock to make roads safe, clear, and ready for power restoration. Trumbull Public Works will begin storm debris cleanup on Monday, August 12th in the Park Lane area. Please place only storm debris, no longer than 4 feet in length, neatly at the curb for pickup. Debris cannot be placed behind poles, stonewalls, or other obstacles that impede the use of payloaders or backhoes. Residents will be able to track the Storm Cleanup progress by viewing the Storm Cleanup Progress Map, which will be posted on the town website. This map will be updated daily once the clean-up begins. There will be only one pass through the Town for storm clean-up. More information about the cleanup program will be available on the Town website by this Friday. Should you have any hanging wires contact UI at 800-722-5584. If your internet or landline phone is not working, get in touch with your telecommunications company. In my call on August 5, I said that the Large Item Pick Up program will be suspended after this week’s pickups. That information has changed. The public works department will fulfill all appointments that have been scheduled. A special thank you to our UI workers, Department of Public Works, Parks Department, Trumbull Police Department, Volunteer Fire Departments, and Office of Emergency Management who worked tirelessly to restore our town to a sense of normal. Be advised our area may feel the remnants of Hurricane Debby this weekend. Please monitor your local weather. Receive alerts about emergencies and other important community news from the Town of Trumbull by signing up for our Trumbull Citizen Alert system. This emergency and community notification system enables the Town of Trumbull to provide important community notifications and essential information quickly in a variety of situations, such as severe weather, unexpected road closures, evacuation of buildings or neighborhoods, and other emergency situations. Subscribe or go to the town website, click on the Trumbull Citizen Alert button and follow the prompts. Thank you for your patience as we all work to clean up from this storm.

Statement from First Selectman Vicki Tesoro on Grace Church PropertyAs you probably know, the town is in the process of purchasing the Grace Church property on Main Street. On June 26, the Planning and Zoning Commission unanimously recommended the purchase of this property. And on July 1, the Town Council voted overwhelmingly to approve this acquisition. This strategic purchase aims to prevent the potential construction of a high-density development and gives the town control over future development of this property. This property, like the Hardy Lane purchase, is not being acquired for open space purposes. The town seeks to control development as it has done in the past. The Grace Church property, not available until recently, provides another possible town location for the senior/community center. I have asked the Community Facilities Building Committee to explore this property as a potential site for the new center. The Committee voted to request the architectural firm QA+M to begin the evaluation of the suitability of the Grace Church property for the center, and to suspend any further evaluation of the Hardy Lane site. Here are some facts about the Grace Church property and its potential future use by the town as a Senior/Community Center. The town is purchasing the property to prevent a high-density housing development. The town is currently completing its due diligence. Proper environmental assessment is being conducted. The town is receiving EPA funding for these assessments via MetroCOG, our local council of governments. The Grace Church location is desirable for a Senior and Community Center because it is centrally located, on a bus line, with sufficient acreage, and good sight lines for entrance and exit purposes. This location will allow for expanded Senior Center use and will also meet the needs of the community as a whole, including community meetings, classes, sports and activities. A swimming pool will not be built on the site and the town will not acquire any other nearby property by eminent domain. There is no intention to purchase any additional property near the site. There are no plans for a trailhead at this site. It is highly unlikely and not practical to reuse existing buildings on the site. We are designing a new facility to be used for at least 50 years. Buffering, lighting, easements and other matters impacting neighbors will all be worked on collaboratively as plans develop. These matters are all resolvable. The church property has been active for services, funerals, weddings and festivals/parties for years. Like the church, the town will be a good neighbor if the facility is approved. As the purchase and potential project advances, the town will keep the community informed. The Community Facilities Building Committee meetings are typically held on the second Wednesday of the month at 7:00pm. Please check the town website for more information regarding any meetings.

Town Planner Rob Librandi is International Power Breaking ChampionCongratulations to Town Planner Rob Librandi for being named the ISKA (International Sport Karate Association) World Heavyweight Black Belt Power Breaking Champion! Rob earned the title by breaking 13 concrete blocks at the World Martial Arts Championships in Orlando, Florida in July. Rob spent more than 30 years studying martial arts, receiving his fifth-degree black belt in 2020. Although he has competed each year since then at the international championship level, he had not brought home a win until now. Rob has now achieved the highest honor he can achieve in the sport, but he is not done. Rob has found that discipline and confidence in your ability, strength, power, and focus is key to being a champion. As the owner of Trumbull Academy of Karate, Rob hopes to instill in his students these life lessons he has learned along the way to becoming a world champion. Congratulations to Rob! We are so proud of you!

Trumbull Little League Champions!Trumbull Little League 10U All Stars defeated South Windsor 6-3 to win the Connecticut Little League State Championship this afternoon in Simsbury! Trumbull opened up the scoring in the bottom of the first inning when Bryce Buswell walked, advanced to second on a pass ball, and scored on a Sonny Nankervis single to give Trumbull a quick 1-0 lead. South Windsor came right back in the top of the second and manufactured a run to knot the score at 1-1. Trumbull took control of the game for good in the bottom of the third inning. Jack Gerbert lead the inning off with a single. Beckett Urda and Bryce Buswell both immediately followed with back to back base hits to load the bases for Blaise DiMartino. Blaise launched a three run double to the left center wall giving Trumbull a 4-1 lead. Chase Dolyak immediately followed with a base hit to right field to extend the lead to 5-1. Sonny Nankervis started the game for Trumbull and calmly fired a dominant complete game performance to lead Trumbull to victory. Aside from a few infield singles and a couple of errors, South Windsor mustered very little off him. Sonny surrendered only four hits and three runs over six innings, striking out two and walking two. Bryce Buswell lead the offensive attack with two hits, a walk, two runs scored. Beckett Urda, Sonny Nankervis, Chase Dolyak, Chandler Penalba, and Jack Gerbert all delivered hits for Trumbull. The biggest hit in the game was Blaise DiMartino’s blast that broke the game open. Blaise finished with a double, three RBI’s, and a run scored. As the Connecticut State Champions, Trumbull has advanced to the New England Little League Regional tournament starting August 3rd in Cranston, Rhode Island. Trumbull will open up pool play on August 4th when they face off with Braintree, Massachusetts. Trumbull will participate in a pool play format against State Champions from Massachusetts, Rhode Island, Vermont, New Hampshire, and Maine.

Pavement Preservation ProgramThe First Selectman, Board of Finance, and the Town Council recently supported a proposal by the Public Works Department to fund an innovative approach to the town’s road improvement plan. The $800,000 funding was supported through a federal ARPA grant. In 2023, the Town allocated $318,000 in road improvement applications—primarily, crack sealing. This 2024 season, $354,000 has been budgeted for expanding road improvement applications to include “Chip Sealing.” The strategy is to treat stable roads as explained below and extend their life by 5 to 7 years. This preventative maintenance technique allows us to extend the life of some roads, while applying other resources to reconstruct or replace roads that have lost their integrity. Eventually, the goal is to minimize the roads needing more aggressive attention and increase the Pavement Preservation techniques. For your information, we are sharing this video clip which outlines the Chip Seal process. Our selected contractor, Seymour Sealing Contractors, will apply a layer of emulsion, followed by a layer of stone, which will then be rolled. Within a few days, once the road sets, the town will sweep the road thoroughly. Two to three weeks later, a final coat of emulsion, called Fog Seal, will be applied to create a durable bond to the existing roadway. This process will look like a newly paved street. On the attached Pavement Preservation schedule, you will notice a category listed as Pothole Truck. This “Potholes Killer Truck” technology was rented early in the season to perform repairs on high-traffic roads listed in the attachment. The following clip will demonstrate the benefits of this process: Pothole Killer Truck Video. Thank you to Rich Infante and Tom Baldwin of Trumbull Public Works for their creative thinking and innovation. Town-wide road integrity will be achieved much sooner with this diversified approach.

Hillcrest Building Project Moves Toward ReferendumIn accordance with the Board of Education District Master Plan, the town approvals needed for the construction of the new Hillcrest Middle School are in place. The Board of Finance at its June 13 meeting approved a bond authorization in the amount of $142,375,000 for the construction of the new school, and the Town Council approved the same bond authorization at its meeting on July 1. The Board of Education submitted a grant application for the state on June 27. Under the Trumbull Town Charter, a referendum vote must be held for the issuance of bonded debt for all town projects exceeding $15 million. The referendum question for this project will be on the November 5, 2024 general election ballot. On August 5 the Town council approved the language of the November ballot question and directed the Town Clerk to prepare explanatory text that will provide voters with important information about the project. The actual cost of the project will be much less than the bonding request. Due to special legislation approved by the state legislature this past spring, the Hillcrest project will receive a 44% reimbursement rate, which is above the standard reimbursement rate of 24.29%. This is a potential significant cost savings for Trumbull taxpayers. However, the Trumbull voters must approve the referendum question in order for the project to move forward. More information will be provided to the public in the near future about the impact this project will have on town taxpayers and the impact the construction will have on the students, staff, and the area surrounding the school. Please visit the Town website and the Board of Education website for important updates about this project.

Second School Resource Officer ReinstatedTrumbull Police Chief Michael Lombardo has notified Superintendent of Schools Dr. Martin Semmel that he is reinstating the second School Resource Officer, Wes Bartosik, to the schools effective the beginning of the upcoming school year. Officer Bartosik will be primarily assigned to the middle schools, and he and existing SRO Scott Duva will be responsible for covering all the schools. Although we are not in the position to reinstate the third SRO at this point, this is the very first return to a special assignment we are able to make, before any others. School Resource Officers work closely with administration and staff to help provide a safe learning environment for the students. Officer Bartosik has been a member of the Trumbull Police Department for 10 years and is an experienced SRO.

Storage Facility Approved at 6 Cambridge DriveThe long vacant and blighted 60,000 sf office building and parking garage at 6 Cambridge Drive will go under complete redevelopment beginning this fall. The Planning and Zoning Commission approved the project at their June 2024 meeting. Both structures will be demolished to make way for a 110,000-sf storage facility. The project will improve all the landscape perimeter and add a sidewalk connection in addition to the buildings. It is an approximately $14,000,000 redevelopment. The new use will be an amenity for the businesses and residents in the neighborhood and greater area. This is the last vacant building to be repurposed in the Lindeman Drive/Oakview Drive/Cambridge Drive area. In 2016, the area was 60% vacant. Since then, the neighborhood has seen approximately $150,000,000 of new investment and 11 new business locations.
