A Message From First Selectman Vicki A. TesoroI would like to take this opportunity again to thank our Public Works and Parks Department employees and all the Town’s First Responders for the incredible job they did over the last several months. They continue to make personal sacrifices every day to keep our entire community safe. Hopefully the weather will begin to improve as we look forward to the warmer months! The town budget process continues this month through June. My proposed budget is now being reviewed by the Board of Finance. You can view my proposed budget here: 2026 27 Town of Trumbull FS Budget for Web.pdf You can view the Superintendent’s budget here: https://resources.finalsite.net/images/v1766166245/trumbullpsorg/j63csb9rpaptmy5z9aas/2026-2027.pdf The budget process continues as follows: - The BOF holds budget hearings with the Town Department Heads (including the BOE) during March.
- The BOF holds two public hearings on the budget, one on a weeknight and another on a Saturday morning. The budget is published in the local newspaper. The first public hearing was held on March 12, and the second was held on March 21.
- By Town Charter, the BOF no later than the second Monday in April must submit its recommended budget to the Town Council. This year the Board of Finance budget vote will be held on March 24 at 6:00 p.m. in Council Chambers at Town Hall.
- Next, the Town Council Finance Committee holds budget hearings with the Town Department Heads (including the BOE). They will vote on Wednesday, April 29 at 7:00 p.m. in Council Chambers at Town Hall to make recommendations to the full Town Council.
- The Town Council will hold a public hearing on Monday, April 27 at 6:00 p.m. and the budget is published in the local newspaper. The public hearing will take place in Council Chambers at Town Hall and on Zoom for those who cannot attend in person but want to speak. The Zoom link will be on the agenda and will be posted on the Town website.
- By Town Charter, the Town Council adopts the budget no later than the second Monday in May. This year the Town Council will vote on the budget has been tentatively set for Monday, May 4. Please watch the Town website for the date and time once confirmed. The Town Council can decrease any line item by a majority vote but can only increase up to the First Selectman’s recommended budget by 2/3 votes of the entire membership (21 members so 2/3 is 14).
- The BOF will set the mill rate, based on the Town Council’s adopted budget no later than the second Monday in June. This year that date is June 8, 2026.
As the budget process moves forward, I will continue to work with our state officials advocating for more education dollars for Trumbull. Thank you to everyone who submitted testimony recently to the state legislature advocating for additional Education Cost Sharing (ECS) funding for Trumbull. You can read my testimony here: https://www.trumbull-ct.gov/m/newsflash/home/detail/3026 I encourage members of the public to continue this advocacy with our state officials as well. A simple email as follows can be sent to the below listed individuals at their email addresses: "I am a resident of the Town of Trumbull. Please provide additional funding for special education and Education Cost Sharing dollars (ECS) for Trumbull. Because the ECS formula has not kept up with inflation, local property taxpayers have absorbed a growing share of education costs. Trumbull has worked hard to budget responsibly, but without stronger state support, maintaining our current standards will require additional pressure on local taxes. That is not sustainable for seniors on fixed incomes or for working families. Thank you for your time and consideration." Governor Ned Lamont, 1-800-406-1527, 860-566-4840, Governor.Lamont@po.state.ct.us Lieutenant Governor Susan Bysiewicz, 860-524-7384, ltgovernor.Bysiewicz@ct.gov State Senator Sujata Gadkar-Wilcox (22nd district), 860-240-0425, Sujata.gadkar-wilcox@cga.ct.gov, gadkarwilcox@senatedems.ct.gov State Representative David Rutigliano (123rd district), 860-240-8700, David.Rutigliano@housegop.ct.gov State Representative Sarah Keitt (134th district), 860-240-8585, Sarah.Keitt@cga.ct.gov State Representative Ben McGorty (122nd district), 860-240-8757, Ben.McGorty@housegop.ct.gov State Representative Tony Scott (112th district), 800-842-1423, 860-240-8700, Tony.Scott@housegop.ct.gov Thank you.

Trumbull Police Department Recognized at Town Council MeetingAt the March 2, 2026 Town Council meeting, the Trumbull Police Department was recognized for achieving full accreditation from the Police Officer Standards Training Council, Post-C. Chief of Police Michael Lombardo explained that the Trumbull Police Department started working on achieving full accreditation 11 years ago. The Department was required to institute a large number of policies that must be structured to the Department and state standards, and had to demonstrate compliance with those policies. Within those policies are multiple standards that must be reached to become accredited. The Chief noted the importance of the professional standards unit's role in creating and maintaining policies and the accreditation in maintaining high standards. Chief Lombardo thanked the Town Council for their support and emphasized the accreditation's significance in transparency, accountability, and continuous improvement. Please join us in congratulating the Trumbull Police Department for achieving this honor.

These coolers are used to store O-positive blood that paramedics use for transfusions right in their ambulances before reaching the hospital. In the ten months since this program started, paramedics have administered blood transfusions to patients directly in the field a dozen times, leading to more positive outcomes for patients.

Trumbull's Glass RecyclingThe Town of Trumbull has a separate 'GLASS ONLY' recycling container at the Trumbull Transfer Station! Started as a pilot program designed by the Connecticut Department of Energy and Environmental Protection (DEEP), residents can voluntarily bring their glass recyclables to deposit in the ‘GLASS ONLY’ recycling container. While it is convenient to put glass into the blue bin, contamination from non-recyclables compromises the quality of our recycling resulting in rejected loads that end up in the landfill. This ends up costing taxpayers money. Broken glass is just one type of contamination. When you separate glass from mixed recycling, each recycling stream is freed from contamination by the other, and the value for each recycled commodity improves. Plus, removing glass and reducing the weight of curbside recycling reduces taxpayer’s recycling fees. The majority of Trumbull's glass recycling is transported to Urban Mining in Beacon Falls to be made into Pozzotive, a more sustainable and durable cement product used in many local concrete applications including poured concrete and concrete blocks used in construction. Accepted glass includes rinsed glass bottles, food jars, and wine and liquor bottles. Remove and discard lids, tops and corks. Metal lids can be recycled with single stream recycling. Loose caps or corks should be put in the trash, not recycling. Unaccepted items include mirrors, window glass, drinking glasses, glass, ceramic, or clay plates, cups, pots or bakeware, and lightbulbs. Visit the town website for information and a printable pdf on all recycling programs in Trumbull: www.trumbull-ct.gov/1223/Recycling-Programs
