1/3/19 UPDATE ON 48 MONROE TURNPIKE ZONE CHANGE
Last evening, the Planning and Zoning Commission approved a text amendment and zone change for 48 Monroe Turnpike, site of the former United Healthcare building. This approval allows for the applicant to submit a site plan and a special permit application for age-restricted, 55+ senior independent living, assisted living, and memory care development.

I want to update you on the upcoming Planning and Zoning Commission (P&Z) Special Meeting on Wednesday, January 2, 2019 with respect to 48 Monroe Turnpike (former UnitedHealthcare site). The meeting begins at 7:00 PM in the Council Chambers at Town Hall.

After several meetings during which public comment was held, the public hearing portion of the process has concluded. Thus, while this meeting is open to the public, the sole purpose of this meeting is for the P&Z Commission to consider the proposed text amendment and zone change with respect to the property.

There has been much discussion about the stated use of this property for age-restricted, 55+ senior living, assisted living and memory care. However, that is not what is at issue at this week’s meeting, so I will not address the future development. Rather I will focus on the requested text amendment and zone change at hand.

It’s important to understand the Planning & Zoning process.

Before any site plan for the future development can be discussed, the applicant must request a zone change of the property from Commercial Zone BC (Business) and Residence A Zone to Industrial Zone I-L. The applicant is also applying for a text amendment to add age restricted housing to the assisted living facility regulations currently included in the industrial zone. If the application is approved, the applicant can then submit a site plan and a special permit application for the age-restricted, 55+ senior independent living, assisted living, and memory care development.

There are three possible outcomes at Wednesday’s meeting: The application will be accepted; the application will be rejected; or the Commission will postpone the vote to a future date.

My office has recently received correspondence from the Chairman of the Trumbull Republican Town Committee (TRTC), regarding something they perceive to be a conflict of interest in connection with this application. There is no merit to this claim. Nonetheless, I have referred this TRTC email to our Town Attorneys for review.
