  • A personal property declaration is a form used by taxpayers to annually report the value of their business or non-real estate assets, such as machinery, equipment, and furniture, to a local assessor's office for tax purposes. This declaration includes details like the original cost and year of acquisition for the property. Submitting the form accurately and on time is crucial to avoid penalties, and failing to file may result in the assessor determining the value and applying a penalty.

  • The following entities can file a Personal Property Declarations:

    • Any business owner or business;
    • Any farmer;
    • Any owner of an unregistered motor vehicle;
    • Any owner of an out-of-state registered motor vehicle that is operated in Trumbull;
    • Any horse owners.

  • Personal Property Declarations can be filed online at https://pp.assessorform.com or by completing the Personal Property Declaration Form (PDF).

    Online Portal

    To file a Personal Property Declaration online, visit https://pp.assessorform.com. The filing window opens on October 1st every year.

    • Portal access codes are mailed annually in September.
    • Businesses must be registered in the system prior to them being mailed in September to receive an access code. If businesses miss this window, they will be required to file a physical Personal Property Declaration Form (PDF), but will be eligible to file online the following year.
    • Existing businesses that did not receive or lost their access code can email camamail@qds.biz or taxassessor@trumbull-ct.gov or call Tax Assessor's office at 203-452-5016 to obtain their access code.
    • Filing online requires a new username and password every year.

    Emailed Personal Property Declaration Forms will not be accepted.

    Completing the Personal Property Declaration Form

    • Not all sections are applicable to every business.
    • Complete only relevant sections.
    • At minimum, all businesses should have a class code 16, 20, and 23 filled out on pages 5 to 8.
    • Owners of Non-Connecticut registered motor vehicles, or Non-Registered motor vehicles must complete code #09 on page 5.
    • Visual instructions and examples for each section, along with class codes and respective depreciation schedules are on following pages.

  • The Personal Property Declaration must be filed annually on or before November 1st (or the Monday following if November 1st falls on Saturday or Sunday). U.S. postmark dates are acceptable but not metered mail; ie, Pitney Bowes.

  • Personal Property includes:

    • Any goods, chattels, and effects or
    • Anything and everything that is owned (excluding land and anything permanently affixed to the land or any interest in land).

  • Goods are Merchandise, wares, etc.

    Chattels are any item that is movable or immovable property except real estate; an article of personal property.

    Effects are personal estate of property.

  • Personal Property includes:

    • Vehicles & Trailers
      • Unregistered motor vehicle (most frequently comes/goes or remains in town, whether operable or not);
      • Snowmobile and ATVs that are not for personal use.
      • Residential trailers that are not for personal use.
    • Tangible personal property ”of non-residents“ located in any town for three months or more during assessment year immediately receding the Oct 1st assessment date.
    • Business & Industrial Equipment
      • Machinery used in mills and factories
      • Utility Fixtures (cables, wires, poles, underground pipes for water, gas, electric heating)
    • Leasehold improvements
    • Furniture and fixtures
      • Furniture in stores, offices, hotels, restaurants, taverns, halls, factories, etc..

  • Written requests for an extension must be made by November 1st. Extension requests are not automatically granted. The Tax Assessor has the right to deny or approve for good cause.
