Good Evening,

This is First Selectman Vicki Tesoro with an important Covid-19 update:

According to the latest guidance from the CDC regarding transmission rates, all counties in Connecticut are at a "substantial" risk for the spread of COVID-19.  New Haven County is at the greatest risk. CT's positivity rate is 3.52%. Trumbull's positivity rate is less than 1% and Trumbull’s vaccination rate is 72%, which is above the current state vaccination rate of 63% and among the highest rates in the state.  

Governor Lamont’s latest executive order issued on August 5, provides municipal leaders with the option of requiring masks in indoor public places within their respective towns and cities for all individuals, regardless of vaccination status. This means that municipal leaders now have the option of moving beyond the minimum requirements in the statewide policy on masks.

Since Trumbull's positivity rate remains low and our vaccination rate is high, I will not be instituting a mask mandate within Trumbull at this time. We will continue to monitor the situation daily. My decision, however, does not and cannot impact the minimum standards of the current statewide mask policy implemented by Governor Lamont in May, which remains in effect and has not changed, and includes the following:

  • Unvaccinated people must wear masks while in indoor public places
  • Everyone must wear masks regardless of vaccination status while inside certain settings, such as healthcare facilities, facilities housing vulnerable populations, public and private transit, correctional facilities, schools, and childcare
  • Masks are not required outdoors
  • Individuals, regardless of their vaccination status, must wear masks indoors if required in the commissioner's order for special settings or by a municipality
  • Businesses, private property owners, and state and local government offices may require masks to be worn by everyone inside of their own facilities

According to the CT Department of Public Health guidance, social gatherings with a mix of vaccinated and unvaccinated people should be held outdoors. 

"Vaccine breakthrough" cases have occurred in Connecticut, in most of these cases, symptoms have been mild and have not resulted in severe illness or hospitalizations. 

Most severe cases in Connecticut and around the country are in unvaccinated individuals. 

Vaccination remains the most important defense against illness and hospitalization from COVID-19.  

The CT Department of Public Health strongly recommends that unvaccinated individuals get vaccinated as soon as possible to help stop the ongoing spread of the Delta variant. 

Everyone 12 years and older is eligible to receive the vaccine in Connecticut. 

At this time, only the Pfizer vaccine has been authorized by the Food and Drug Administration (FDA) for use in children ages 12 and older. The Moderna and Johnson & Johnson vaccines are authorized for use in adults 18 and older.

 Trumbull has received a $200,000 grant from the State of Connecticut to provide meals to residents who are in need or who are vulnerable due to COVID-19.   Meals are provided through our local restaurants.  For more information contact Michele Jakab or Ronnie Morgensen at Social Services at 203-452-5198.

The Trumbull Police Department would like to remind all motorists to drive safely and to obey traffic laws. There are many runners, walkers, bikers and pedestrians using our roads, some use cross roads while using the Rails to Trails system. School will be opening soon with faculty and students returning. Busses will be on the roads again making frequent stops as children are picked up and dropped off at their stops throughout town.

COVID-19 Information, State of Connecticut Guidance, and Town Information

COVID-19 Vaccine Eligibility and Vaccine Appointments:

All individuals who are 12 years of age or older and live, work, or attend school in Connecticut are eligible to receive the COVID-19 vaccine.

Status of Town of Trumbull Government Operations 

Trumbull Town departments and buildings have returned to pre-Covid hours and operations.   

 Appointments to visit Town buildings are not required. Individual departments however may continue to use the appointment scheduling system.

 All visitors to Town Hall must continue to check-in with the greeter at the front door. 

 The Town of Trumbull is following the State of Connecticut and CDC recommendations regarding masks and face coverings. The protocols that are currently in effect are as follows: 

If Vaccinated…

  • Visitors to Town Buildings and employees who are fully COVID-19 vaccinated do not need to wear a mask or face covering. Someone is fully vaccinated two weeks after their second Moderna / Pfizer vaccine or two weeks after their Johnson & Johnson vaccine. 

 If Unvaccinated…

  • Visitors to Town buildings and employees who are not fully COVID-19 vaccinated must wear a mask or face covering in all public areas and offices. Unvaccinated employees in their private office are not required to wear a mask or face covering while alone in their private office.

 Tax payments can be made onlineIf you choose to pay online, your payment will be reflected and updated in 48 hours on the online system.  

  • If mailing your tax payment, please make your check payable to "Trumbull Tax Collector" and mail to Trumbull Town Hall, Tax Collector, 5866 Main Street, Trumbull, CT 06611. Please note that if you use the mail, the U.S. postmark will be honored as the date of payment, regardless of when the payment is processed.

Key Provisions of the American Rescue Plan Act

Congress passed the American Rescue Plan Act in March. Besides relief to individuals and businesses, this relief package includes funding for states, cities, other local governments, and also emergency relief funding for schools. The Town of Trumbull and the Trumbull schools will receive emergency funding under this plan.

Mask and face covering requirements:

Connecticut's policies regarding masks and face coverings were updated to align with the recently modified CDC recommendations.

The statewide mask policy that is currently in effect is as follows:

Outdoors

  • Masks not required

Indoors

  • Vaccinated not required to wear masks
  • Unvaccinated must wear masks
  • Masks are required to be worn by everyone in certain settings such as healthcare facilities, facilities housing vulnerable populations, public and private transit, correctional facilities, schools, and childcare
  • Businesses and state and local government offices have the option to require masks to be worn by everyone in their establishments

Municipal option to move beyond the minimum requirements of the statewide mask policy

  • Effective August 5, 2021, municipal leaders have the option of requiring masks to be worn by everyone in indoor public places regardless of vaccination status within their respective towns and cities

Business sector rules in effect:

As of May 19, 2021, all of the business sector rules that were previously enacted to prevent the spread of COVID-19 have been lifted, except for the updated mask requirements as noted in the section above. These changes are contingent upon a low incidence of COVID-19 and the Connecticut population continuing to get vaccinated.
